SHINE 2Europe has published the report of the 3rd Participatory Event of the CO-SECUR project, held on 24 June 2026 in Pombal, Portugal.
The event brought together around 20 participants from local public administration, civil protection, security forces, citizen participation and community intervention. The session aimed to present the work developed within CO-SECUR and collect feedback for the consolidation of the Strategic Guidelines of the Societal Development Plan.
The programme combined thematic presentations and a participatory group activity. Participants discussed key topics such as participatory governance, cross-sector collaboration, communication, misinformation, urban planning, ethical technology and interoperability.
These discussions reinforced the role of social innovation in security as a practical approach to building safer public spaces through collaboration, trust, community participation and solutions adapted to local needs.
The outputs of the activity confirmed the relevance of the Strategic Guidelines while identifying practical recommendations to make them clearer and more applicable to local contexts. Participants highlighted the importance of involving communities and civil protection from the early stages of planning, strengthening coordination between institutions, improving communication strategies, addressing digital exclusion and ensuring the ethical use of technology.
The contributions collected during the event will support the refinement of the CO-SECUR Societal Development Plan and the development of practical, user-friendly outputs for different stakeholders.
